Default Blank workbook in Excel 2000

Good morning,

I know that this is probably a simple question, but I'm not an Excel person.
Here is my problem, I have a user who everytime they open a spreadsheet it
also opens a blank workbook called "workbook1". Is there anyway to turn this
off so that a blank workbook only opens when I launch Excel without an
associated file?
