It's not the worksheet protection that stops this.

It's the workbook protection.

Tools|Protection|protect workbook|checking structure
will stop insertion/deleting/renaming and moving of worksheets.

The workbook is protected.

Worksheet protection is for contents only, not for structure or re-naming.
