With the start time in A1 and the end time in A2,
=(A2-A1)*86400
where 86400 = 24*60*60, the number of seconds in 24 hours

Example. 14:02 = 120 seconds 14:49 = 240 seconds.

It will always be 00:00, 00:15, 00:30, 00:45 past the hours.
