Default Preventing Data Import

I would like to prevent some users being able to import data from an ODBC
datasource. They require the ODBC datasource to be configured on their PC so
they can run a particular application, but I don't want them to be able to
extract and view data through Excel.
Is it possible to do this, and if so, how?
I thought about just removing the menu option, but some users know how to
restore these through the view-customise menu
