Default how do I change format for displaying data in cell?

I'm currently using Excel in Office 2000. A recent change occured and I
cannot change it. When entering a number in a cell, it automatically
displays it as a decimal. For example, if I type "25" it is displayed in the
cell as 0.0025 as soon as I hit enter. If I type "25.0" then it displays as
25. I have changed cell formats before, but I did not do this change.
Please help!!!

ToolsOptionsEdit tab, uncheck Fixed decimal

Uncheck "Fixed Decimal Places"
