Default Autoscaling in Excel 2003

I have charts I originally developed in Excel 2000. Recently we were
upgraded to 2003 and now the autoscaling is inconsistent or doesn't work
properly. For example, I have a geography with a data series that has a
minimum of 320,00 and a maximum of 400,000 on the Y axis. Using autoscaling
in the chart developed with the 2000 application, it will not autoscale...the
Y axis begins at 0. But if I use that same data and create a new chart with
2003, it autoscales correctly, but it is still inconsistent with other
geographies. Is this a conversion issue going from Excel 2000 to 2003? If
it is, is there an easy fix without having to recreate everything? I should
mention that prior to the 2003 upgrade, autoscaling worked properly for all
my charts.
