Default scatter charts

I have the following data in excel and want to create a scatter plot.

bread....7....24
drinks....9....29
foods....6....23

When I create this data as a scatterplot it plots the first set of data
as one dot and the second set of data as another dot, so 6 dots on
total.

I can get the scatter plot I require by leaving out the first column of
data, but this then does not allow me to label the dots.

Please see attachment for more details.

Any suggestions
Thanking you in advance.
