I am trying to establish the best way to make a simple projection.
I have National and State Level Data for 1992, 1997 and 2002. Local Data has not been released for 2002, and I would like to make a projection. Of course, the local data is a subset of the state data. I can do a simple trendline of course, but I don't believe that accounts for the relationship between the locality and the state.
