I have a chart that uses input from several departments. I would like to have
the chart title change depending on the data used.

You can write formulas is a cell which construct the text you want to appear
in the title of the chart. Select the chart title, type equals in the
formula bar, then click on the cell containing this title text. The title is
now linked to the contents of the cell, and will update when the cell
contents do.
