Yes, pivot charts are "special", and sometimes follow their own rules.

In my (German) Version (SP2 ) on Win 7/64 Paste Special (Inhalte

doesn't work either. The Item on the Ribbon is not grayed out, but it
simply does nothing with charts.
After your posting I tried it on my Vista/32 bit Notebook and my Win
7/32 Netbook. It works on both. So it seems to be a Win/x64 issue.
