Default Charting in Excel 2007

I would like to use the bar cart function in excel 2007 where the
description and the value is shown either to the left or right of the bar.
My problem is when the bar is plotted to the left side of zero, the
description and value are sometimes unreadable. Can the description and
value be moved to the left of the bar? I believe this happens when values
are close to zero.
Thanks

Format the category axis so that the axis tick labels are in the "Low"
position.
