Default Secondary Axis Selected Data Series

I am trying to add a secondary Y axis to a scatter chart. The Format menu
doesn't provide the choice to Selected Data Series as the help screen
indicates. How can I find Selected Data Series or otherwise add a secondary Y
axis to my char?

Default Secondary Axis Selected Data Series

You need two or more series in a chart before you can add a secondary axis.
