Try selecting the axis labels by clicking on one of them to select them and
then right clicking on it and select format axis. In xl2002 select Scale tab and set Number of categories between tick mark lables to 1. (I think it is the same or similar for xl2003) In xl2007 under Axis options Specify interval unit 1.
