I believe you need to have at least 2 series on your chart for this to work.
Select one of the series and double click.

You can select the secondary axis using the AXIS menu.

To create the secondary axis . . .

Click on the line or column that you want to occur on the secondary axis.
Right-click on your mouse.
Choose the Selected Object option.
In the Format Data Series dialog box, go to the Axis tab.
Choose the "Plot series on secondary axis" option.
