I've suggested this, but it lies in the "Don't hold your breath" category.
What you can do, if you always want the axis to lie at the bottom, is to set a ridiculously low value for "Crosses At", like -1E300 (or 1E-300 for a log scale). If the axis minimum is greater than this number, Excel uses the minimum.
