Sumif with a or condition.
I believe I got it to work,,,had to add an additional column (V) with values
of 1....
=SUMPRODUCT(--('Total Outages'!Q2:Q300=H2),--('Total
Outages'!S2:S300=C7),--(ISNUMBER(MATCH('Total
Outages'!$R$2:$R$300,C48:C49,0))),'Total Outages'!V2:V300)
