I see this is a very old post, but essentially is have the same problem, only
the solution isn't working. I'm having no problems in the main excel window.
A dot is the decimal and I can enter numbers bij only using the numpad.
However, when trying to edit axis-settings the values can only be entered
with a comma as separator, even though I have my system settings on american
as wel as specific excel settings stating that the decimal indicator should
be a dot.

Anyone else encountered this? Any solutions or workarounds out there?
By the way, this occurs in excel 2007
