2007 allows files to be saved in the previous format. Check out Save As
.....list (towards the end). It shouldn't be a problem opening the files in
2003 as long as you do not use 2007 features that are not available in the
earlier version.
Additionally there is a Compatibility Pack for 2003 users.. (if that helps)

The funny thing of the situation is the client does not need to use
the file, but just read it, meaning, I just need a way to create a
copy of the same 2007 excel file with just the values, not the
calculations, macros, buttons, or formatting.
Any idea?
