Default borders blocked by text

Consider the following situation:
- I define the borders of a block of, say, 10x10 cells such that there are
lines in the "outline" and the "inside" - in other words like a 10x10 grid
- I then enter text in any of the inside cells such that the length of the
text is longer than the wide of the cell I

When I print this (even the screen shows this), the "inside" borders where
the text overflows to the adjacent cells are not displayed or printed.

My question: is there a way to force the borders to show up at all the
borders where any overflow text exist?

My alternate question: What I really want to do is to create some kind of
dotted line (vertical) grid with text (which always overflow the cells)
overlaid on top of it. If there is a way do accomplish this without having to
use border formatting, I am all ears, too.
