If you mean that you want to be able to either just leave the cell blank or
to delete a value already selected from the the list: On the Settings tab of
the Data Validation dialog, make sure "Ignore blanks" is checked.

If you mean that you want to be able to enter something that is not on the
dropdown list, without receiving an error: On the Error Alert tab of the Data
Validation dialog, uncheck the "Show error alert after invalid data is
entered" option.
