To count:

=SUMPRODUCT((B2:B11="SC1")*(C2:C11=250)*(C2:C11<= 550))

To total:

=SUMPRODUCT((B2:B11="SC1")*(C2:C11=250)*(C2:C11<= 550)*C2:C11)
