Damn! Is 2007 up to SP3 already? Are you sure you didn't mean 2003 SP3?
Although your description involving the PAGE SETUP/PAGE LAYOUT tools does
sound like you're using 2007.

If we're really talking about 2007, I'd start by using the
Office Button | [Excel Options] | Resources
and then running the Diagnostics to see if it can detect problems and fix
them for you. Even if it reports no problems, if they persist, you may have
to uninstall and reinstall anyhow.

I'd also look at running disk diagnostics such as CHKDISK to make sure that
your drive is really healthy now.
