Not sure why you want to repeat the names in column C...

Enter this formula in C1:

=A1

Enter this array formula** in D1:

=MIN(IF(A$1:A$8=A1,B$1:B$8))

** array formulas need to be entered using the key combination of
CTRL,SHIFT,ENTER (not just ENTER)

Select both C1 and D1 then copy down as needed.
