Yes, hardly anything was changed in Excel 2007 charting, except the dialogs
are less friendly, and you can overdo the formatting much more easily.

This is the way data labels work, unfortunately. You could remove the
data
labels and add your own text boxes, which you can resize to suit.
However,
text boxes are static and don't move with the chart elements.
