Can you open it in safe mode?

We have office 2003 and work with XP and we went to open Excel (which had
been working previously) an error came up and said it couldn't open and

I hit he cancel button it says:
Error 1706. Setup cannot find the required files. Check your connection to

If anyone has any ideas as to what's going on let me know!!
