Default Changing worksheet direction

In Excel 2003 under ToolsCustomizeCommandsFormat I can find a toggle button
for "Sheet Left to Right"

Where that would be in Excel 2000 is a mystery to me since I skipped 2000 and
went from 97 to 2002.
