Default No menu bar or tool bar

JAB, search your machine for files of type XLB. This is where Excel stores
the toolbar settings. It is a hidden file, so you will have to set your
search to search for such. Once you find it, delete it. Excel will create
a new one. It sounds like your XLB file is corrupt.
