Default Excel help and AD GPO restrictions

They are by default, or you can set it so that it doesn't go out online, but
instead accesses local help files; at any rate, I tried both settings, and
neither worked.

Yes, if I was looking for help myself, I would go to the web but my users
need context sensitive help that is a click away. Can't convince them
otherwise.
