Default Adjusting the y axes on 2-axes line graphs

The procedure is the same for each of the vertical axes, whether it's
primary or secondary.

Select the vertical axis, choose Format Axis | Scale and specify the same
value (in your case, zero) for "Minimum" and for "Value (X) axis Crosses
at."

Costs (Y2) v. Months (X). I'm trying to make both y axes cross the x-axis

0 but somehow only the Primary axis does that, leaving the Secondary axis
cutting at a point other than 0. I'm plotting only positive production
values
and the cost axis has both positive and negative values.
