Default Open a Protected file, I know the pw, not getting option to enter

Hello,
I created a workbook, and put a security option on it so that endusers could
simply open a readonly version, make their changes, then load the report.
They then are forced to save their work in a different folderto prevent the
template folder from getting clogged. the workbook contains many macros.

All worked very well. Until today, when I was asked to open the file and
make some semi-permenant changes. I know the password, so I thought no
problem. When I opened the file, I got the enable/disable Macros splash
screen, so I enabled them. The file then automatically opened as Read-Only.
No enter password splash! What to do? I could by-pass another way, but this
should work!

Thinking something could be wrong with the sheet, it's 10 months since I
looked at it, I went to another PC, which had a different user logged on.
Opened up the sheet, then got the splash screen to enter the password. Put
in password, made my edits, saved. I ran a test load, and all was hunky dory
(I didn't get the enable/disable screen, but that's the other users setup).

Why I am not getting the option to enter password, when I opened the file on
the other PC, I'm listed as the owner, and yet, I can't open,

Any ideas greatfully recieved!
