By default all cells in a worksheet are protected but this only becomes
active if the sheet is protected. So. Select the cells you want users to edit
and click format cells protection and remove the locked checkmark. Protect
the worksheet and your done.

make any changes to that area. Rest of the worksheet area should be editable.
