Now what I would like to do is to create a chart that is part bar and part
stacked. So the series of total people would be a bar chart, and the
series
for each county would be a stacked chart, on the same chart side by side.

will attempt to draw what I am talking about it with lines below

I hope this helps you give you the idea. I don't know if it can even be
done.
