Default List all selections from drop down

Add a record for a the missing ethnicity and then refresh your pivot
table.

Right click on the ethnicity column and select Field Settings, then
check "Show items with no data", and OK it.

You should now be able to remove the hispanic, or missing ethnicity
record from your data table and the field will stay in the pivot
listing.
