Thanks. I tried re-booting but to no avail. The problem still persists. As
far as I know, my regional settings have been set to the United States for a
long time (long before this problem arose)

Tab. but like you said, changing the defaults in control panels should
have done it for the button.

Maybe your computer needs to be restarted after you changed those
defaults in order for the changes to take effect in the programs?
