Default Default settings not applied to new documents

How are you opening the new workbooks?

The BOOK.XLT you placed into your XLSTART folder will not be the new workbook if
you open a "blank workbook" from the Task Pane.

To access the BOOK.XLT you must hit the "New" from FileNew. Note no ellipsis
after "New". Or the New File button on Toolbar

If you hit FileNew...(note the ellipsis) you will get Excel's default book, not
the one with your settings.
