One way ..
Assuming source data in A1 down ..
Put in B1: =INDEX($A:$A,ROW()*4-4+COLUMN()-1)
Copy B1 across to D1, fill down until zeros appear,
signalling exhaustion of data extracted from col A
(since you have 7ooo, copy down till around D1750)
Freeze cols B to D via an "in-place"
Copy paste special values OK
Delete col A
