this is different in the OS versions.
Personl.xls with XP or older OS:
C:\Documents and Settings\Application Data\Microsoft\Excel\XLSTART

Personal.xlsb with the newer OS versions:
C:\Users\<User name\AppData\Roaming\Microsoft\Excel\XLStart
