In a large multi tabbed workbook, we want to convert all formulas to
values before circulating outside our company.

We know about Copy-Paste Special-Values, but this seems to change
formatting (shadow, colors, etc.) no matter which boxes we check in
Paste Special.

Is there any way quickly to convert all formulas to values while not
touching the formatting.

Is there any "conditional formatting" through the formulas in these cells?

Perhaps you could try to copy and paste special first for Format and then
again for Values?
I didn't try but I could imagine that conditional formatting like that will
get lost.

Also, how do you quickly select all cells in a multi tabbed workbook
to make this the range for your copying?

First select all tabs (click on tab of sheet1 and Shift-click on the tab of
the last sheet) and then click on the button Select all (top left corner of
the column/row titles).
