I'm not sure exactly what your question is... cell comments work exactly
like you describe all by themselves. Or were you asking how to create a cell
comment? If so, just right click the cell you want to put a comment in and
select "Insert Comment" from the popup menu that appears, then type in
whatever you want into the comment box that displayed.
