Default Can't load Excel Executable


Hi People,
Hope you are well?

I have a question, hopefully you may know the answer to:

Scenario:

1.)Office 2003 loaded on XP machines.
2.)We took away the User's rights (As they messed around on the system
too much,The user can't see "C:\" when opening My Computer)
But does have Excel in the Start - My Programs Menu.
3.)We have a third party application running (basically all it does is
takes
information[client statements from its own database] and writes this to
Excel.

We receive an error "Can't load Excel Executable" when the report is
supposed to write to Excel.

Could this be because the user has to have User rights on his machine?
How could I get around this, As I can't allow them the priviledge.
