I don't recall that the .wks extension was ever used by Excel, so the fact
that the Excel viewer doesn't open it isn't that suprising. wks was (is?) used by Microsoft Works (and maybe very, very, very old Lotus 1-2-3). The full-blown Excel might be able to open these, but it would have to do some conversion while doing it.
