Default How do you keep coma delimited format when open csv

We are creating coma delimited files in unix and tag them with the .csv
extension. Each delimited field is in double quotes. Some of the fileds have
leading zeros which gets lost when opening in Excel. Some of the fields have
dollars and cents and when the cents equals zero it drops the deicmal.

Is there a way to set up Excel to keep the format instead of dropping
decimals or leading zeros, etc.?
