Try reregistering excel.

Close Excel and
Windows Start Button|Run
"C:\yourpathtoexcel2003\excel" /unregserver
then
Windows Start Button|Run
"C:\yourpathtoexcel2003\excel" /regserver

The /unregserver & /regserver stuff resets some of the windows registry to
excel's factory defaults.

This or unchecking the ignore other applications has worked for lots of people.
