is it possible to email a toolbar to another user?

Default email a toolbar

You can't email a toolbar as such. However, you can Attach a
toolbar to a workbook. When you do this, that toolbar will
replace a toolbar with the same name on the recipients machine.

Go to the View menu, choose Toolbars, then Customize. In that
dialog, select your toolbar name and click the Attach button.
You can then email that workbook to the user.
