Default Locate particular months sale with year

I m using =SUMPRODUCT(--(MONTH(b7:b400)=MONTH(D417))) this function to locate
particular month's sale from my sale book, but when i change only year it
does not work and result shows same. How it can be locate particular months
sale with year
