Cycling-rod's suggestion correctly enters the number as text (which is not
truncated) rather than a number (which is truncated). If you wish to avoid having to enter the apostrophe before each phone number, then format the data entry range as text (select format-cells-number-text) and the zeros will automatically be stored.
