Default Why won't the number 9 enter as that and gets replaced with 0 ins

I am entering9 to 16 digit actual account numbers and every time I use a 9 it
gets replaced with a 0. WHY? and what do I have to do to get it be what I
entered?

Excel's precision is 15 significant digits.
Numbers that are actually identifiers can be entered as text. Either format
the cell as text before entering the number or precede the number with an
apostrophe, which will not show
