Select the row, right click and select cut, right click row 1 and select
insert cut cells
If row 1 is empty you can just select row 10 and drag it to row 1

If row 1 is empty you can just select row 10 and drag it to row 1

Or you can select the row, shift-click and hold on the selection border, and
then drag the selection to where you want. The insertion point will be
shown by a 'ghost' image.

I have some more items such as Bernie described that are missing
or difficult to find in HELP concerning use of the mouse.

Use of Mouse and keys to move, and insert rows or columns
http://www.mvps.org/dmcritchie/excel/fillhand.htm

Mouse operation in Excel and Internet Explorer are very poorly
described in HELP. In fact if you want to know about how the
mouse works in IE look at the Firefox documentation and they'll
tell you how it works in IE, Mozilla, Firefox and Opera.
