Arrow keys moving whole excel sprdsht insted of from cell to cell
 
Tap the Scroll Lock key and try to move. If it doesnt work then do Unfreeze
Pane Alt+W+F and check now.

think you are using Excel 2007. For Excel 2007 version you have to press
Alt+W+F+Enter. Which will remove the Freeze Pane.

arrow keys control the top pane (Home, Insert, page layout, etc)
