Default Look UP or fill in

I have two sheets of data
Sheet 1 1-9999
sheet 2 1-2800 (from 1-9999)
I want to combine the sheets where if there is data in Sheet 2 the remaing
numbers will eithe be lfet bland or 0 added
Exampe of data in two rows
Sheeet 1 Sheet2
OCN Class OCN Class
146 3 147 Blank
